The European Brain Data Hub: Facilitating Data Sharing to Accelerate Brain Disorder Research and Inform Public Policy

Roland Pochet

Director

Belgian Brain Council

The European Data Governance Act (DGA) introduced the concept of “data altruist organizations,” establishing a vital framework to promote responsible and ethical data sharing, particularly within sensitive fields like health. In this context, the Belgian Brain Council has launched the European Brain Data Hub (EBDH), an international data altruist organization. This initiative aims to create a patient-centric data platform that empowers patients to share their data securely for research and public policy purposes, while maintaining control over its use. In this talk, Prof. Roland Pochet will present the EBDH project and outline the next steps for advancing patient data sharing.

Ranging from Magnetic Resonance Imaging and ElectroEncephaloGraphy to Deep Brain Stimulation and Brain-Computer Interfaces, neurotechnologies have great potential for brain health. Although off-label use or unintentional misuse of processes and devices in academic research work or clinical settings are source of concern, the growing accessibility and portability of neurotechnologies have now expanded their use into the general consumer market, which raises crucial ethical and societal issues. This panel discussion focuses on opportunities and challenges raised by neurotechnologies and how relevant initiatives in the field are addressing the risks and filling the gaps.

Migraine is a primary headache disorder, in most cases episodic, with symptoms that differ from person to person and from attack to attack. It can lead to significant disability and high personal, family, occupational, societal, and economic burden. Today, 41 million people in Europe live with migraine. As the leading cause of disability among young women, it is about three times more common in women than men. Manifestations differ between men and women and are influenced by sex-specific factors. The disease is most troublesome during people’s most productive years (late teens to 50s) and costs the European economies as much as € 50 billion a year. The indirect costs associated with reduced productivity represent a substantial proportion of the migraine costs. Despite its widespread and debilitating nature, migraine is still misunderstood, ignored, and stigmatised. Many governments, seeking to constrain health care costs, do not acknowledge the substantial burden of migraine on society. During the Brain Innovation Days, Migraine & Women in Society will highlight the impact of migraine on women within society. The speakers will explore current research related to women’s migraine and will look at how current challenges can be adopted into broader public health strategies. This session is designed as a panel discussion with experts and policymakers.

Precision Medicine for Mental Health Disorders: Opportunities and Challenges

Michel Goldman

President

Institute for Interdisciplinary Innovation in Healthcare, Université libre de Bruxelles

Precision medicine refers to a medical strategy in which clinical interventions, therapeutic regimens, diagnostic techniques, and medical products are custom-tailored to subgroups of patients rather than relying on a homogeneous “one-drug-fits-all” approach. Ultimately, adapting the medical management to the individual patient leads from precision to personalized medicine. The concept successfully applied in modern oncology is more and more considered for other medical specialties. In the field of brain disorders, now is the time to move away from the traditional classification of patients based on full-blown symptoms to develop novel taxonomies integrating clinical data with multimodal biomarkers, systems medicine, digital health technologies and data science. By integrating the high degree of heterogeneity of mental disorders, the precision medicine approach should ultimately improve the accuracy with which patients are treated and managed.
